ments. Men in the position of Mr.Bagg are sometimes offered
inducements by private firms to leave the Government Service
in which event the course taken by Mr.Bagg affords a ready
means of determining his service without any penalty if the
passage money be not recoverable.
I am informed that Mr.Bagg has been engaged by
Messrs.Butterfield and Swire at their Sugar Refinery.
